If I run the contest for two weeks, can I spilt it so that one week is for video loading and the following week is for voting or can I run the two concurrently?

During the duration of your contest, users will both be able to submit video entries and vote on those entries.  It is not a 2-stage contest with a submission period and a voting period.  We do offer more custom solutions that provide that multi-stage contest capability.
